Assists educated first-generation entrepreneurs in setting up manufacturing or service enterprises. Project cost ranges from ₹10 Lakh to ₹5 Crore. Government provides 25% capital investment subsidy (maximum ₹75 Lakh) and 3% interest subvention for the entire repayment tenure. Promoter contribution is only 5% for special categories (women, SC/ST, BC/MBC) and 10% for others.

- 3District Task Force Committee headed by District Collector interviews and shortlists applicants.
- 4Shortlisted candidates undergo mandatory EDP training conducted by Entrepreneurship Development and Innovation Institute (EDII).
- 5Bank sanctions loan; state government releases 25% capital subsidy to the bank as back-ended subsidy.
