The Ministry of Cooperation was established in July 2021 by the Government of India to realize the vision of 'Sahakar se Samriddhi' (Prosperity through Cooperation), providing a dedicated legal, administrative, and policy framework to strengthen the cooperative movement. The Ministry focuses on deepening cooperatives into true grassroots people-powered enterprises, working closely with state cooperative departments. A foundational reform is the computerization of over 63,000 functional Primary Agricultural Credit Societies (PACS) across India, transforming them into multi-purpose service centers offering fertilizer distribution, warehousing, common services center (CSC) delivery, and banking operations. The Ministry has also enacted the Multi-State Co-operative Societies (Amendment) Act, established national cooperative export, organic, and seed societies, and developed the National Cooperative Database to empower rural farmers and artisans.
